Organic regulation of secondary education institutes

The Organic Regulation of Secondary Education Institutes (ROIES) was approved by Royal Decree 1027/2011, of July 15, and regulates the operation of non-university secondary education centers, establishing the organizational model, the educational project, the curriculum and evaluation of students, as well as the compulsory minimum teaching of compulsory secondary education and secondary education for young people and adults.

What is the ROF of an educational center?

The ROF of an educational center represents the Official Training Register . It is a classification that is made of official educational centers and that is based on current legislation. In Spain, the ROF of an educational center is divided into three levels:

  • ROF A: centers that provide early childhood education, primary education and special education.
  • ROF B: centers that provide compulsory secondary education, baccalaureate, intermediate vocational training and special regime education.
  • ROF C: centers that provide higher level professional training, higher artistic education, special regime sports education and language education.

To be a high school teacher you need:

  • Be in possession of a Bachelor's degree, Technical Architect, Engineer or Diploma in the specialty corresponding to the teaching area to be taught.
  • Being in possession of a pedagogical training certificate that certifies having passed a 60-hour face-to-face teacher training course, taught by an authorized or accredited center for it.
  • Having passed an opposition for access to the public service of a national nature, convened by the Ministry of Education, Culture and Sports.
  • Having passed the specific face-to-face training given by the center where the teaching function will be carried out.
  • Be in possession of the C2 level certification of knowledge of the corresponding co-official language, in the case of teaching in basic education or in a Medium or Higher Level Vocational Training program.

Steps to follow to be a high school teacher:

  1. Study a four-year college degree in the major you want to teach.
  2. Obtain the title of Bachelor, Technical Architect, Engineer or Diploma in the specialty corresponding to the teaching area to be taught.
  3. Take a 60-hour face-to-face teacher training course, taught by an authorized or accredited center for it and obtain the pedagogical training certificate.
  4. Overcome an opposition for access to the public service of a national nature, convened by the Ministry of Education, Culture and Sports.
  5. Attend specific face-to-face training, given by the center where the teaching function will be carried out.
  6. Obtain the C2 level certification of knowledge of the corresponding co-official language, in the case of teaching in basic education or in a Medium or Advanced Vocational Training program.

The Organic Regulation of Secondary Education Institutes (ROIES) was approved by Decree 806/1998, of April 9, and its purpose is to regulate the operation of secondary education institutes, as well as to establish the teaching competences of their teachers.

The Regulation is structured in three parts. The first one deals with the organizational and operational aspects of the institutes. The second regulates the educational system of compulsory secondary education and secondary education for young people and adults. And, finally, the third regulates the special regime teachings.

Currently, the ROIES is in the process of adapting to the EHEA, through Organic Law 2/2006, of May 3, on Education, and its regulatory development.
